Dividing by 16 ounces per pound yields 0.45359237 / 16 = 0.028349523125 kg = 28.349523125 g per ounce, exact by definition. Before 1959 each country had a slightly different ounce (the US "old" pound differed from the UK by parts per million); the agreement froze the value at the level of measurement uncertainty in the kilogram itself.
